Luthor was the primary or secondary villain in all of them. Look at the Christopher Reeve-era Superman films. This being the case, it's understandable that studios want to keep things fresh by bringing in new villains for sequels. So you only have so many opportunities to tell stories. Even if a character is killed you can just bring them back for contrived reasons. There's a new issue every month and this goes on for decades. The long-form storytelling format of comics is much more conducive to keeping villains around for return appearances.
